Creation of the Aedra is controlled.
Summary:
The Aedra (singular: Aedroth) are one of the two groups of supernatural beings which exist within the universe, or Mundus. The name is from the old Aldmeric tongue, and translates roughly into "our ancestors". The term refers to a specific subset of the beings (called Et'Ada, "original spirits", in Aldmeri) that were the original inhabitants of the universe. To the majority of Tamriel, the Aedra are revered as gods, and are given the collective name "The Divines."
Unlike the Daedra, the Aedra do not have their own native planes within Oblivion. Rather, the act of creation bound them permanently to the mortal plane. Additionally, their power was so reduced that the Aedra lost the ability to manifest themselves physically or to interact directly with their creation. This limitation is one of the prime forces behind the existence of daedra worship; since the Daedric Lords did not give up their strength to create Nirn, they retain the power to interfere with the mortal world and are thus attractive to mortals who were hungry for power of any kind.

Creation of the Daedric is controlled.
Summary:
The Daedra are a race of powerful supernatural entities that inhabit the planes of Oblivion. Although they are generally not bound to the physical world, they were capable of manifesting within the mortal plane of Mundus. They were well-known to the inhabitants of Tamriel, where they are feared by some and worshipped by others.
Scholars are quick to point out that the characterization of Daedra as "evil" is a gross oversimplification. Whereas the Aedra represent stasis, the Daedra represent fluidity, change and chaos; this causes many Daedra to be seen as destructive. However, mortal concepts of good and evil cannot be easily applied to them, and to the extent that these concepts do apply, Daedra exist at both ends of the spectrum.
